A Welded Pipe Duty Extension Shifts the Steel Manufacturer Mix
The Eurasian Economic Union extended anti-dumping duties on Chinese stainless steel welded pipe to 2031. For a steel manufacturer selling into that region, the change favours coil, sheet and bar over tube.
What the Commission Decided
The Eurasian Economic Commission published decision 2026/512/AD30R1 on 10 September, under resolution number 121 dated 8 September. It keeps in place the measures first imposed by resolution 12 of 9 February 2021.
The duty rates are split by exporter. Foshan Vinmay faces 14.62 per cent, while Guangdong Sumwin and other Chinese producers face 17.28 per cent.
The order covers corrosion resistant stainless steel welded pipe with wall thickness from 0.4 mm to 6 mm, in round, square and rectangular sections. It runs until 7 September 2031.
Why the Scope Matters as Much as the Rate
The product scope is drawn tightly around welded tube. Seamless tube, coil, sheet, plate and bar fall outside it, and so do welded sections outside the stated wall thickness range or outside the corrosion resistant grades named.
That boundary is where sourcing strategy changes. A buyer or a distributor that used welded tube as an entry product into a market must now either absorb the duty or move to a different product form.
For a distributor, the practical answer is often to sell the same end application through a different material form. A structural frame made from tube can be redesigned in stainless steel angle and channel without changing the load path.
For a fabricator, the answer is different. It needs stock that matches its process, not just its application, and that usually means coil for roll forming and plate for cut and weld work.
Reading a Five Year Measure
A duty that runs to 2031 is long enough to justify capital decisions. Nobody redesigns a product or moves a supply chain for an eighteen month tariff.
That length changes the calculus on processing as well. If a buyer expects to cut, bend and finish material in house, then the sourced form should be as close to the finished part as possible.
Processing capability is the deciding factor. A supplier offering custom steel processing such as laser cutting, slitting and bending removes a subcontract step from the buyer's schedule.
Grade Selection Under a Cost Constraint
When duty pushes landed cost up, buyers often reach for a cheaper grade. That is the wrong first move in most corrosion applications.
Grade 201 can substitute for 304 in dry indoor work, but its corrosion resistance is materially lower. A part that sees cleaning chemicals or coastal air will fail sooner, and the warranty cost lands on the buyer.
Grade 316L remains the default for chloride exposure. For marine and chemical work, a duplex and 2205 grade offers higher strength at a comparable corrosion class, which lets a designer reduce thickness.
The right question is not which grade is cheapest. It is which grade meets the service condition with the smallest safety margin that still passes inspection.
Carbon Steel Stays the Volume Base
Most industrial steel demand is still carbon steel, and it sits outside this measure entirely. Plate, beam, channel and angle in A36, A572 or Q355B carry no anti-dumping exposure.
That makes carbon steel the natural volume base for a distributor serving both construction and fabrication customers. It also gives a carbon steel sheet supply programme the flexibility to absorb demand swings.
Carbon steel brings its own requirements. Mill certificates, heat numbers and traceability through processing are the documents buyers audit, and a supplier that loses the link between coil and cut part creates a problem at the fabrication stage.
What a Buyer Should Fix in Writing
Three items belong in the purchase order. The standard and grade reference, the tolerance class for thickness and flatness, and the documentation pack.
The tolerance class is the one most often left out. A sheet ordered to a general tolerance and a sheet ordered to a tight one can differ enough to fail a laser nesting plan.
Documentation is the second. Mill test certificates, third party inspection reports and packing lists should be named before the order, not requested after dispatch.
Storage is the third. Stainless material stored next to carbon steel can pick up contamination, and coils that sit outside in a humid season develop edge rust that shows up only after forming.
Jiangsu Zhongersheng Metal Products Co., Ltd. was founded in 2013 and supplies carbon and stainless steel from Wuxi, Jiangsu. The company holds more than 10,000 tonnes of stock across grades including A36, Q355B, 304, 316L and 2205, and works to ASTM, EN and JIS standards. Processing covers laser cutting, slitting, bending, embossing and tube bending. Buyers can review bulk steel orders reference notes before confirming a specification.
